You bring up some excellent questions. The tech. involved in a live feed varies greatly with the existing equipment which you or your group has. I personally am a tech. specialist so I can work closely with your group to make it happen. Obviously it will be done with minimal expense to anyone involved. After all we're not making any profit and neither are you I'm sure. It can be done as simple or as full as you wish, ranging from a Cell phone feed, all the way up to multiple feeds out of existing DVR gear, or even multiple feeds.
For individual phone feeds we use LiveCast as the conduit since software is available for various cell phones. For multiple direct feeds from DVR gear, we have the capability of doing our own streaming server. (We are also web hosts, so we have the capabilities to do anything like that)
When it comes to rights to materials, the investigating agency retains full rights to the materials. Since the feeds are live, there really isn't much materials to retain rights to however. But if anything is archived, and exportable the agency would retain rights to it. We're in no way looking to take anything away from anyone, but rather create a forum to bring your (any agency's) material more in the forefront of people's eyes and minds. And at the same time , give our members and the general public the ability to become part of the investigation. Which is really what so many of us are dying to do, but just don't have the resources or time to do.
