Turkish Ghost Video - 2010

To me, it looks like someone wearing some hyper-reflective clothing of some sort. There is definitely a non-reflective portion that appears to be a head and it'd be blurry due to the reflectivity of the clothing. It could also be some sort of clothing with a light source built in. Plus, at the end when the person walks up the stairs, they almost seem to wave at the person as if they're telling them "hey, you can't be here, go away." Just my thoughts
