I received information from the original poster that there was a sequence of 16 frames which had light phenomena. I've requested additional information and more framles with the issues to see if there is a pattern.

What do you rectangular think the reflection is? It's not unlike the reflection from you see on running shoes or road workers clothing. It has the appearance of lens flare or sun beams.
I don't know. That "face" looks pretty menacing.

At first glance it looks like some form of motion blur.
After expanding and enhancing part of it I found the object:



Looked to have patterns much like this item also found in the picture.



But could also be a function of whatever this light source is...



Not saying that's the only possibility but generally the simplest explanation is usually the correct one.
