help again

no i don't but i walked over there & it was just the ground & nothing else

I changed the levels and this is what I got

Looks interesting to me. Enhancing the picture there seems to be some pixeling in front of the blue image (like a reflection in a puddle etc)but around it is completely black. What if anything was in the background and do you have a second photo or one taken at a later date/time?

look at the blue figure when i zoomed in it looked like a woman in a blue dress. no lights or statues was around,nothing to reflect off of. help please
